Paragraph 23 of the Residence Act expressly allows the state authorities to issue a residence permit to "certain groups of foreigners" if there are international law or humanitarian reasons for doing so. Chancellor Merkel recently announced that it would be unchristian to take in "too many" refugees. In doing so, it turns a blind eye to Europe's historical, economic and political responsibilities.
